獲取中繼視訊室設定值

https://www-sit.arctos.tw/api/v2/system/room/relay/get_info

依席次（seat）讀取 mod_system 中 type=relay_{seat} row。seat 為必填 body 參數。回傳含固定 headcount（即 seat 值）與 license 授權內容（room_info.relay 為席次陣列）。

可選；對應 relay_{seat}。若 mod_system 無該席次列（type=relay_{seat}），則 response 的 relay_video_room_limit_count 回 license 該席次的 roomcount（不建立 row）。
