取得 license 授權的視訊室內容

POST https://www-sit.arctos.tw/api/v2/system/room/license/get_info

依據目前 team 的 license 回傳各類型視訊室授權內容，包含 available 旗標、間數上限 max_roomcount；預約視訊室（relay）另含席次陣列 seats: [{headcount, max_roomcount}]。License 欄位缺失時以 0 / 空陣列帶入。
